I can only do dynamic offset for each letter separately after I regroup the word CHROME. Any idea what might cause this? Screenshot: http://i.imgur.com/RVBjJ.png

Never mind, I got it working after deleting inkscape preference directory.

Now it doesn’t work again. I also noticed that I can’t do Path > Inset.
for Inset one workaround is:

Duplicate
2
Object to Path
3
Select each letter individually with Shift + Edit paths by nodes (F2)
Unfortunately this doesn’t work for dynamic offset which is broken again. Though I suspect that as a beginner I have missed an important step or an option in settings rather than Inkscape acting weird.

Finally found the fix – Text Unflow
