Probably the best way to separate part of it from it's background is to use something like The Gimp, Paintshop Pro or Photoshop. However, you can convert that bitmap into a vector image. The results of this really depend on the specific image you're working with, how complex it is etc.. To do this in Inkscape you select the object and then use Path->Trace Bitmap...
